Mission Statement

The mission of the Evans City Elementary and Middle School PTO is to sponsor activities and projects that will instill pride, promote a positive attitutde, and encourage involvement and cooperation among students, parents, teachers, administrators, and staff in the school all year long!

By-Laws of the Evans City Area Parent-Teacher Organization

 

ARTICLE I:  NAME

The name of this organization shall be the Evans City Area Parent-Teacher Organization, Evans City, PA.

ARTICLE II: OBJECTIVE

The objectives of the Evans City Area Parent-Teacher Organization shall be:
    a.  To develop a closer relationship between home and school, so that parents and teachers may work together to educate the child.
    b.  To create an awareness of the well-being of children in home, school, and community.

ARTICLE III:  BASIC POLICIES

Section 1:  The Objectives of this organization shall be promoted through educational programs directed toward parents, teachers, and the general public; shall be developed through committees and projects; and shall be governed and qualified by the basic policies set forth in this Article.

Section 2:  This organization shall be noncommercial, nonsectarian, and nonpartisan.

Section 3:  This organization shall not participate in any political campaign on behalf of, or in opposition to, any candidate for public office.  However, it shall provide information to the general membership on legislative concerns affecting our objectives.

Section 4:  This organization shall seek neither to direct the administrative activities of the school nor to control its policies.

Section 5:  This organization may cooperate with other organizations and agencies active in child well-being, such as conference groups or coordinating councils, provided its representatives make no commitments that bind the group that he/she represents.

Section 6:  In the event of dissolution of this organization, the assets of the organization shall be distributed equally between the principals of Evans City Elementary and Middle Schools to further benefit the children.  This distribution shall follow guidelines as specified in Section 501 (3) of the Internal Revenue Code of 1954.

ARTICLE IV:  MEMBERSHIP AND DUES

Any teacher, staff member, parent or guardian of a student enrolled in the Evans City Schools will automatically be a member of the Evans City Parent-Teacher Organization.  No yearly dues will be collected.

ARTICLE V:  OFFICERS AND THEIR ELECTION

Section 1:
          a.  The officers of this organization shall be co-presidents, an optional vice president/co-vice presidents, a secretary, a treasurer, and a delegate to the School Board.
          b.  Officers shall be elected by ballot annually in the month of April.  However, if there is but one (1) nominee for any office, it shall be in order to move that the secretary cast the elective ballot of the organization for the nominee.
          c.  Officers shall assume their official duties at the close of the regular meeting in May and shall serve for a term of one (1) year.

Section 2:
            a.  There shall be a nominating committee consisting of two (2) members, who shall be selected by the executive committee from the general membership at least one (1) month prior to the election.
            b.  The nomination committee shall present the nominees for each office and report at the regular meeting in April.
            c.  Following the report of the nomination committee, an opportunity shall be given for nominations from the floor.
            d. Only those who have consented to serve if elected shall be eligible for nomination, either by the committee or from the floor.

Section 3:  A vacancy occurring in any office shall be filled by a majority vote of the remaining members of the executive committee, due notice of such election having been given.  In the event that a vacancy occurs in the office of co-president, the other co-president shall serve the remainder of that term.

ARTICLE VI: DUTIES OF OFFICERS

Section 1:  The co-presidents shall preside at all meetings of the organization and of the executive committee; and shall perform such other duties as may be prescribed in these by-laws or assigned to her/him by the organization or by the executive committee.

Section 2:  The vice-president, if this optional office is filled, shall act as an aide to the co-presidents: and shall perform the duties of the co-presidents in the absence of those officers.

Section 3:  The secretary shall keep an accurate record of all meetings of the organization and of the executive committee and shall perform such other duties as may be delegated to her/him.

Section 4: 
            a.  The treasurer shall receive all monies of the organization; shall keep an accurate record of receipts and expenditures; and shall pay out local funds only as authorized by the organization.  The treasurer shall present a statement of account at every meeting of the organization and at other times when requested by the executive committee, and shall make a full report at the annual meeting.

            b.  The treasurer's accounts shall be examined annually by an auditor or an auditing committee of not less than two (2) members:  who, satisfied that the          treasurer's annual report is correct, shall sign a statement of that fact at the end of the report.  The auditing

committee shall be appointed by the executive committee at least two (2) weeks before the final regular meeting of the year.

Section 5:  All officers shall:
             a.  Perform the duties prescribed in the parliamentary authority in addition to those outlined in these by-laws and those assigned from time to time.
             b.  Deliver to their successors all official material within ten (10) days following the meeting at which the new officers are installed.

ARTICLE VII:  MEETINGS
Section 1:  Regular meetings of this organization shall be held each month as decided by the executive committee.  A final listing of specific dates will be given at the beginning of the school year.  Ten days notice shall be given of change of date for any meeting..

 

Section 2:  Planning meetings of this organization shall be held at 9:00 am on the third Wednesday of each month.  Ten days notice shall be given of change of date.

Section 3:  Special meetings may be called by the executive committee. five days notice having been given.

Section 4:  The annual meeting shall be in April.  Election of officers shall take place at the annual meeting.

Section 5:  Ten members shall constitute a quorum for the transaction of business in any meeting of this organization.

Section 5a:  Any monies paid out by the PTO of less than $100.00 can be approved by a two thirds vote of the executive board.  Monies of $100.00 or more must be voted on at the general PTO meeting by ten or more members.


Section 6:  The privilege of holding office, introducing motions, debating, and voting shall be limited to current members.

ARTICLE VIII:  EXECUTIVE COMMITTEE

Section 1: The executive committee shall consist of the officers of the organization, the chairpersons of the standing committees, and the representatives of the Evans City Elementary and Evans City 5-6 Middle Schools or representatives appointed by the principals.  The members of the executive committee shall serve until their successors are elected.

Section 2:  The duties of the executive committee shall be:
             a.  To transact necessary business in the intervals between organizational meetings and such other business as may be referred to it by the organization.
             b.  To create standing committees.
             c.  To approve the plans of work of the standing committees.
             d.  To appoint an auditing committee at least two (2) weeks before the annual meeting to audit the treasurer's accounts.
             e.  To prepare and submit a budget for the fiscal year for approval to the organization at the first and/or second general meeting of the school year.
             f.  To approve routine bills within the limits of the budget.

Section 3:  Meetings of the executive committee may be held as necessary.  A majority shall constitute a quorum.  Meetings of the executive committee may be called by the co-presidents or by a majority of the members of the committee.

ARTICLE IX:  STANDING AND SPECIAL COMMITTEES

Section 1:  Such standing committees shall be created by the executive committee as deemed necessary to promote the objectives and to carry on the work of the     organization.  The chairpersons of the standing committees shall be selected by the officers of the organization and the principals of the schools or the principals' representatives.  Their term shall be one (1) year.

Section 3:  The chairpersons of the standing committees shall present a plan of work to the executive committee for approval.  No committee action shall be taken, nor any contracts signed, without the consent of the executive committee.

Section 4a: All correspondence given to the membership under the auspices of this organization must have the approval of the principals and one of the co-presidents; they must initial the master copy before it is printed.  Included are all sign-up sheets, informational memos, fundraising requests, meeting notices, minutes and reports of meetings, and any other printed materials that may be distributed.

 

Section 4b: Postings to the PTO website require the same approval as written materials.  Written correspondences that have already received approval can be posted to the PTO website by any of the Officers or the Chair of the Newsletter or Website Committees.

 

Section 5:  The power to form special committees and appoint their members rests with the organization.  Since a special committee is created and appointed for a specific purpose, it automatically goes out of existence when its work is done and its final report is received.

ARTICLE X:  PARLIAMENTARY AUTHORITY

                Robert's Rules of Order Revised shall govern this organization in all cases to which they are applicable and in which they are not in conflict with these by-laws.

ARTICLE XI:  ARTICLES OF ORGANIZATION

                The by-laws of this organization shall be deemed to be part of its articles of organization.

ARTICLE XII:  AMENDMENTS

Section 1:  These by-laws may be amended at any regular meeting of the organization by a two thirds vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meeting.

Section 2:  A committee may be appointed to submit a revised set of by-laws as a substitute for these by-laws only by a majority vote at a meeting of the                 organization, or by a two thirds vote of the executive committee.
                      a.  Revisions shall first be approved by the principals.
                      b.  Revisions shall be presented at an executive board meeting and adoption of the revisions shall be made by a majority vote of members present at a regular meeting.
